I have a fee amount that my customer wants to charge until a certain date. After that date passes he wants the amount to increase. Is there a way to set this up programmatically, or should I manually update it when that date arrives?

How/where is the price stored? If it's a field in the form and it's the field your payment collection action uses, you can use the frm_pre_create_entry hook to update the value based on the date
