I'm facing an issue with two user account creation forms:

 

Form 1: Used by an admin to create an editor account.

 

Form 2: Used by an editor to create an author account.

 

When an editor (created via Form 1) uses Form 2 to create an author account, their email gets replaced with the new one instead of creating a new author account.

The form used to create a user account is irrelevant. All user accounts are created in WordPress. Have you given the editors permission to create new user accounts. If not, they are only editing their own record. Please go to your Dashboard => Settings => General => Membership => Enable the option Anyone can register. If you have enabled this option but still facing the same issue, it can be a conflict or a cache issue on your site.
