I don't know what your question is but from the title, it appears you need the PDF add-on.

Hi Victor the question is can the admin or user edit the PDF and add additional fields to the form entry and send the PDF to the 'client'?

For your question, the form entry can be edited by anyone with the permission and the pdf regenerated.
