It may be possible by using the form's Customize HTML page and adding your own div tags. Find the field or section you want to be on the fixed side, add an opening div tag. Then scroll down to where you want the fixed area to end and add a closing div tag at the bottom on that field's HTML. You will not have that entire area wrapped in your own div that you can customize the CSS to allow fixed position and scrolling.
