Internet Explorer is not supported by any modern technology. Microsoft ended all support for IE on June 15, 2022 and asked people to stop using it. Nothing built with modern WordPress will work with IE. I personally stopped developing anything to work with IE several years ago. It's even written into my contracts that IE is not a supported technology and not to expect our projects to work with IE. Your user needs to upgrade to a modern browser. There's nothing you can fix to make IE work.
Thank you for the information, I let the user know to use another browser to fill out the form and she was successful. What are your thoughts to add this to the website to notify users to use the latest browser?

I don't use browser-update.org, but certainly if it helps in your situation, that's your decision. I don't see any harm to it. You may have to make sure it's configured to flag IE and any other unsupported browser.
