Hello,   I have a website with 25 forms, but I want to allow my logged users to fill out multiple forms they can fill out only one and then get a message that they have already submitted a form.   I even tried to disable this function in all forms and one form but we need to allow only registered people.

I don't understand your question. You have 25 forms and want users to fill out multiple forms or one and you want each form to allow multiple entries. You're settings are correct for what I'm understanding as the problem you want to solve.
