I want to build something like this: https://nakedneons.com/custom-neon-signs/ I am wondering if it's possible with Formidable.

Yes you can. The example you provided uses text wrapped in a
pre tag. When a color is clicked, jQuery changes the element's CSS class, thus changing the color. You can do the same with a Custom HTML field, custom jQuery, and CSS.
