Is this possible with formidable?

• The site has 3 user groups who can log in. Each group has different permissions. 
• Group A can only fill out forms. The data can be accessed by Group B and Group C. 
• Group B and Group C can create their own forms for Group A to fill out using a front-end form-building interface (not just the Wordpress ACP)
• Group B can only access data from the forms they create. 
• Group C can access data from all the forms that any Group B user creates. They can also create their own forms for Group A to fill out. 

If it helps for imagining this: Imagine that this is a job application site. Group A is job seekers. Group B is companies who want to create their own custom job application forms. Group C is the main site owners with access to all the data, but it's still a front-end user experience. (There would also be a site admin.) 
Additionally:

• The display of data will have a number of filters. 
• The data can be exported as pdf and csv. 
• There is an option to select certain data items and change a status. For example, by default the item has a status of "open" and the user can select an item (or all filtered items) to mark its status as "closed".
