I have problem to create new Form, gives me the massages "Sorry, you are not allowed to access this page."

100% of the time I've seen that message it's been because my Wordpress session has ended. In other words, it looks like you're logged in but you're not. If it's not that, I don't have any further ideas, though you should look in the browser console and see if you have any jQuery errors/conflicts.
