I'm trying to set up a PayPal form that includes three different yearly subscriptions that a user can choose from. If a user wants to upgrade to a different subscription, how do I set that up? Is there any information on this?

The PayPal Standard add-on does not support this. However, you can directly access the PayPal API with custom code.
