I have permissions set to allow administrator and contributor to view and edit forms in individual form settings and global settings but if I log in (tried 3 different browsers) and try to open a form I get a message saying I don't have permission to view this form? Cannot work this out. Help.

Admin should be able to see everything. Permissions could be server, caching related, software conflict, even malware. It's more troubleshooting than you can get from a community volunteer forum. I would open a ticket with your host and Strategy 11 to get some hands and eyes on your system.
