I am trying to remove one of my dropdown list options but after removing it, and clicking update, it just comes back. Has anyone encountered this issue or know the underlying cause? Are there any other places I should check to trouble shoot this behavior?

When you say "update" do you mean you're editing an entry or are you submitting an entry for the first time? There are two different hooks; one for new and one for edit.
How are you removing the option? Are you using the form builder dropdown panel or hooks as Rob asked? Is this a standard dropdown or Dynamic or Lookup field?
