If someone does a lookup on the front end, and no results are able to be displayed, can the end result be a redirect to a page of information that they should see if no results from their lookup are provided?

Assuming by "does a lookup" you mean that they visit a page that has a view that returns no entries, you can use the No Entries Message section of the view and do most anything you want in it, including adding JavaScript to redirect the user somewhere else.
