Returning to the correct page on a saved multipage form

I have a long multi-page form that saves after each page progression but when the user refreshes or reloads the form, it returns to page 1. Is there a way of it reloading where the user exited the form?

I'm not sure there is a way to do this unless you experiment with saving the form's "state" in a cookie or browser local storage.
