Basically what the title says, i need the people who compile the form to have a specific image/pdf as base for them to compile and then upload back, is there any way i can set a apecific file as default value for a file upload field?

The File Upload Options section of the file upload field's settings allows you to specify what files you want to allow. See this: https://formidableforms.com/knowledgebase/file-upload/#kb-standard-field-options. There re also directions on that page about how to set a default value.
