Lookup and continue without selection

Hi,  Does anyone know if its possible to use the lookup field for a search, and if no matches show, continue filling in the field.  Kind of like an autocomplete, and if no match is made, the user can continue to add in their own input?  I've tried this via  lookup field but the issue I'm having is that an option must be selected from the look up data in order to continue - user cannot ignore lookup and carry on in the same field.   Any ideas or tips would be appreciated.

When I create search forms, to prevent the "No records found" message, I make sure the lookups only contain values found in the target dataset. I do this using the frm_setup_new_fields_vars filter. For an example, look at this search form, https://formidable-masterminds.com/developers-directory/. All of these drop downs, are built from the actual data in the target table.
