Hello, 
 A pre buy question 
after filling a form by a user can the admin approve or disapprove the form request ?
if yes kindly state the addon needed and if there is a tutorial for it

You can setup a workflow however you like using forms and views.

To further elaborate on Walter's answer. You can have a field that is a radio for "approved/unapproved" and trigger email actions based on the condition of that field. No add-on needed, just a licensed version.

This is a view action for approved entries, but it's pretty intuitive in the email action as well:

Thank you all for your response,, 

1. Other questions if I may could I connect a gateway company other
     than what is built in the  formidableforms ?
     For example paytabs.com or others ?
2. Can an admin track a user that filled a form via google maps or check in his location on the form ?
3. Can a user Triger an SMS with a link for approval after filling a form ?

Sure. It's a lot of custom code or add-ons, but yeah, you can extend it if you can write the code.
