To improve conversion, I want to remove the friction for attorneys requesting quotes for malpractice insurance by letting them have their PAs do the bulk of the work.

How can I do the following, without requiring log-in from anyone?

- Attorney comes across website where we offer malpractice insurance.
- He fills in his email, maybe one or two other fields,  an email for his PA, hits send.
- His PA receives the partially filled form, completes what she can, sends it back to him, he makes a few minor changes, and hits submit. Is this possible in FF?

Yes you can do this using this hook  https://formidableforms.com/knowledgebase/frm_user_can_edit/ And then you would simply link the entry in an email action to send to the PA.
